Duval County Federal Shore Protection Project

Tasks: Coastal Engineering Consultant to the Non-Federal Project Sponsor; Permitting, Construction Review, Monitoring, Project Facilitation.


Since 2005, Olsen Associates Inc. has served as the coastal engineering consultant to the local sponsor (City of Jacksonville) for the Duval County Federal Shore Protection Project.  Prior to that, the firm represented the technical interests of the project’s affected communities along the Cities of Atlantic, Neptune, and Jacksonville Beach.  The firm is responsible for acquiring and compliance monitoring for the project’s FDEP permits, assisting in negotiation of the sand borrow area lease with the Bureau of Ocean Energy, Management and Regulation (f/k/a MMS), assistance with formulation and technical review of the US Army Corps of Engineers plans for the project, assisting with State and federal funding, liaison with the Beaches communities and local media, and construction review and monitoring for periodic renourishment of this 10-mile long project.  Olsen Associates, Inc. was involved with the Corps’ removal of shell from the beach fill in 2003, post-storm renourishment in 2005, restoration of dunes in 2005 (as a City sponsored project) and routine project renourishment in 2011.  The Duval County project is among the oldest, and most successful, beach restoration projects in Florida, initially constructed in 1978.
