DATE: February 2022

The project is complete.

Beach fill operations were completed in mid-January 2022, and the Contractor’s demobilization process was completed by mid-February 2022. Likewise, post-construction monitoring surveys were conducted during that time.

Future activities will consist of monitoring for sea turtle nesting, shorebird activity, and the physical performance of the beach nourishment project. The next survey of the beach will occur this Summer (July 2022, est.), with annual beach monitoring surveys to occur thereafter in accordance

DATE: January 17, 2022

Dredging operations are complete! Over the weekend the Contractor completed the beach fill just south of Burney Park.

At present the Contractor is removing pipeline from the beach, and performing the beach tilling on the northern portion of the fill area, from Dunes Row northward, approx., as well as the final grading and dressing along the beach fill berm. The Contractor must also remove the submerged pipeline from the borrow area, along with all his equipment, as part of his demobilization activities. The beach and borrow area will likewise be surveyed for permit-required monitoring purposes.

Beach tilling is a process by which the upper few feet of the beach fill area is ‘ripped’ with deep-tined equipment towed by a tractor or bulldozer to break up and loosen the hydraulically-placed beach fill material (the process is more akin to ripping, versus tilling, in that sediments are not really turned over from above to below and vice-versa, the upper sediments are simply decompacted).

The beach tilling process is mandated by the regulatory agencies and enforced through the project permits to decompact the beach fill sand prior to sea turtle nesting, so that nesting sea turtles are not adversely affected by overly compact fill. The beach tilling does make the upper layer of the tilled area very soft for several days before wind and rains return the beach surface to a more natural condition.

As the dredging and beach fill operations progress, portions of the beach will be closed to the public for safety.  This closure area will move with the beach fill operation, such that any one portion of the beach will be closed for only a few days at most.

The beach nourishment project is reaching the final stages as the Contractor works to place the last cubic yards of sand along the north end of the project, tapering the beach fill berm into the existing beach as the work approaches Burney Park. The dredge was towed back out to the borrow area late yesterday evening and has resumed beach fill operations. With suitable weather, it is expected that the beach fill work will be completed in the next few days.

BEACH TILLING – During the recent downtime the Contractor performed the permit-mandated beach decompaction, or ‘beach tilling’, along the southern half of the project limits, south of the landing point of the pipeline at Dunes Row/Turtle Dunes. Once the pipeline is removed from the northern half of the project, expected to be in the next 7-10 days, the beach from Dunes Row northward will be similarly decompacted/tilled.

Beach fill operations are nearing the old 16th green and are roughly ¼-mile from the northern limit of the project. The Contractor has completed over 96% of the beach fill work. At present, operations are down and the dredge has been towed in to safe harbor temporarily in anticipation of high seas later today through Thursday (approx.). During the down time, the Contractor plans to begin the permit-mandated beach tilling/decompaction efforts along the southern half of the filled area (south of Dunes Row southward to Amelia Island State Park). The beach tilling operation will have a UTV escort guiding the operation.

Regarding the weather conditions, it should be noted that the wave conditions along the beach are frequently different than the wave conditions along the edges of the shallow ebb shoal at Nassau Sound. Swell wave conditions (longer period waves generated by distant, non-local weather conditions) are particularly problematic for the dredge equipment in the shallow waters of the borrow area.

As the dredging and beach fill operations progress, portions of the beach will be closed to the public for safety.  This closure area will move with the beach fill operation, such that any one portion of the beach will be closed for only a few days at most.

Beach fill operations have passed the main beach access point at the Amelia Island Club area and the beach there is open for access to the south. The Contractor has completed roughly 92% of the beach fill work. As the Contractor proceeds northward to the northern limit of the project, the beach fill will narrow or ‘taper’ to smoothly transition the beach fill into the existing shoreline south of Burney Park.

The dredge Savannah had a very productive week last week and pumped an estimated 110,000 cubic yards of sand to the beach.  The Contractor has completed roughly 91% of the beach fill work and sand placement operations are underway at the Amelia Island Club area.  As the Contractor proceeds north toward the Club and the eventual northern limit of the project, the beach fill will narrow along the northern taper to smoothly transition the beach fill into the existing shoreline south of Burney Park.

The dredge Savannah was towed out to the borrow area yesterday and resumed dredging operations. The Contractor has completed roughly 87% of the beach fill work and sand placement operations are underway at the Beachside/Spyglass area.

DATE: December 20, 2021

The Contractor has completed roughly 87% of the beach fill work and has advanced the fill to the Beachside/Spyglass area. The dredge Savannah was towed into safe harbor yesterday afternoon ahead of the developing northeast winds and waves. The Contractor plans to conduct several repairs and maintenance tasks on the dredge, and take a few days off for the holiday break. The Contractor plans to return to dredging operations on December 27th, 2021.

The Contractor has made great progress since restarting on the 7th and has advanced the beach fill to the Beachside area.  In the last week (Sunday to Sunday, including downtime on Monday and early Tuesday) the Contractor pumped approximately 117,500 cubic yards of sand to the beach.  The project has reached the 82% completion mark.  Safety fences have been shifted northward to track the ongoing progress.

Beach fill operations have resumed this afternoon along the northern portion of the Omni hotel property, approaching the Sunken Forest and Sand Castles.

Beach fill operations are presently paused while the Contractor resets a portion of the submerged pipeline at the southern, borrow area end of the line. The Contractor hopes to resume operations later today. Beach fill operations are currently progressing northward along the northern portion of the Omni hotel property near the swimming pool at Station 143+00. On Saturday the beach crew shifted the work area northward by adding another 500-ft piece of the plastic shorepipe and moving the south fence up to the vicinity of the swimming pool access at the Omni. Sand ramps were added at that beach access and the boardwalk to the south. This activity opened up most of the beach area from the Omni southward.

Beach fill operations are progressing northward along the northern portion of the Omni hotel property near the swimming pool at Station 143+00. Early tomorrow (Saturday), the Contractor plans to shut down operations for a few hours to make adjustments to the submerged pipeline placement near the borrow area and the dredge Savannah. During that time, the beach crew is planning to advance the work area northward by adding another 500-ft piece of the plastic shorepipe and moving the south fence up to the vicinity of the swimming pool access at the Omni. The beach crew will also dress the beach and add ample sand ramps at that beach access and the boardwalk to the south. This activity will allow the opening of most of the beach area from the Omni southward.

The dredge Savannah returned to operations on Thursday afternoon the 25th, and is currently placing sand along the Omni shoreline approaching the pool area at Station 143+00. In the last week (Sunday to Sunday) the dredge ran late Thursday through Sunday and pumped 55,300 cy to the beach.

DATE: November 23, 2021

The dredge remains in safe harbor at Fernandina, awaiting suitable wave conditions to return to dredging. The forecast may allow for a return on Thursday the 25th. In the last week (Sunday to Sunday) the dredge ran Monday through Wednesday and pumped 47,200 cy to the beach before the wave conditions arose and work had to be halted Wednesday afternoon.

The beach fill operations have reached the southern end of the Omni hotel property (Station 137+00).

DATE: November 18, 2021

Due to building easterly and north-easterly winds waves predicted for tonight, the dredge Contractor is currently towing the Savannah to safe harbor at Fernandina. Operations will resume as soon as wave conditions subside sufficiently. The current forecast suggests that may be early next week. The beach fill operations have passed the 1.2 million cubic yard placement mark (66.7%) and operations are currently located along the southern portion of the Omni hotel property near Station 137+00.

Inspection of the beach after the storm continues. Pre- and post-storm surveys in limited areas indicates that the vast majority of sand that was eroded from the upper beach can be found in the nearshore areas within the limits of our beach profile surveys. Additional analyses are continuing.

In the previous week, the dredge Contractor resumed operations on Wednesday the 10th and was able to pump over 71,900 cubic yards of sand through Sunday night. The operations are currently located at the south edge of the Omni hotel property.

Inspection of the beach after the storm continues. Pre- and post-storm surveys in limited areas indicates that the vast majority of sand that was eroded from the upper beach can be found in the nearshore areas within the limits of our beach profile surveys. Additional analyses are continuing.

The dredging Contractor has remobilized the dredge and is preparing to resume beach fill operations. Work will re-start at Station 127+00 at Beach Walker to rebuild the template in the work zone and then progress northward toward Captains Court and the Omni.

The Contractor has re-resurveyed the beach north of the work zone to account for the damages caused during the nor’easter, and will also provide some survey information for the already-filled portion of the project south of the work zone in order for us to assess the level of changes caused by the storm.

At this time, the Contractor has completed approximately 62% of the beach fill project, and the relocated line has opened up the southern area of the project beach. Please note that equipment travel to and from the access and staging areas at the south end of the island will continue throughout construction.

Amelia Island is experiencing nor’easter conditions this weekend and into next week. The Contractor has towed the dredge to safe harbor in Fernandina and has secured his equipment on the beach.

In regard to the constructed and unconstructed portions of the beach nourishment project:

The filled portions of the beach are expected to weather the storm quite well. Providing a storm buffer is the primary purpose of the project. It is anticipated that the seaward edge of the fill berm will experience erosion and may experience some scarping during the storm. This is expected beach fill behavior, and does not mean that the beach is necessarily experiencing a net loss of sand. The newly constructed beach fill has to adjust to a more natural beach profile shape, which typically takes many months to occur and involves the transport of sand from the upper beach to the lower submerged portions of the profile. This process is called ‘profile equilibration,’ and it does not include a net loss of sand. This nor’easter is most likely going to contribute to an accelerated equilibration process, rather than a net loss of sand. After the storm passes, the Contractor will ride back down the length of the filled area and grade down any scarps that may have formed.

Along the northern unfilled portions of the beach (from Captains Court northward), the storm may bring some erosion up to the toe of the vegetated dunes. At high tide this morning, wave uprush and sea foam are making it up to the access path in front the Ocean Club. Any erosion along the dune line that occurs along the unfilled portions of the beach will be subsequently infilled by the nourishment project when work resumes. The fill area will expand landward to reach the seaward face of the dunes.

The Contractor has reached station 129+00 at the north end of Beach Walker, approaching Captains Court. To date, the contractor has pumped over 1.1 million cubic yards of sand to the beach. The relocated line has opened up the southern area of the project beach. Please note that equipment travel to and from the access and staging areas at the south end of the island will continue throughout construction.

The Contractor is towing the dredge in for safe harbor at Fernandina as winds and waves begin to build from the northeast. Wave heights are forecast to reach over 6 ft with the passage of the storm, and these conditions may last through the weekend. Following the relocation of the submerged pipeline to Station 86+20, just south of Turtle Dunes, the Contractor has reached station 129+00 at the north end of Beach Walker, approaching Captains Court. To date, the contractor has pumped over 1.1 million cubic yards of sand to the beach. The relocated line has opened up the southern area of the project beach. Please note that equipment travel to and from the access and staging areas at the south end of the island will continue throughout construction.

Following the relocation of the submerged pipeline to Station 86+20, just south of Turtle Dunes, the Contractor restarted beach fill operations and pumped over 98,000 cubic yards of sand to the beach in the last week. Fill operations have reached the 60% progress mark and the fill placement area is currently in the vicinity of Beach Walker, advancing northward to Captain’s Court. The relocated line has opened up the southern area of the project beach. Please note that equipment travel to and from the access and staging areas at the south end of the island will continue throughout construction.

The relocation of the submerged pipeline and its shore landing spot is nearly complete and the Contractor anticipates a re-start of sand placement later today. The new shore landing spot for the submerged line lies at Station 86+20, approx., just south of Turtle Dunes. The shift in the line opens up the southern area of the project beach and is intended to improve the efficiency and speed of the northern portion of the fill operation. The filled area south of the pipe landing is being graded and dressed following the removal of the pipe. Equipment travel to and from the access and staging areas at the south end of the island will continue throughout construction.

There will be a pause for a few days while the submerged pipeline landing, currently located at Station 39+00 near the rock breakwater, will be lifted and swung to the north of the South County Beach Access. This will improve the efficiency and speed of the northern portion of the fill operation.

Following the weekend frontal passage, Marinex Construction resumed dredging operations on Tuesday the 19th. Northward progress is continuing along the Dunes Court shoreline at Station 120+00 approaching the Beachwalker area.

DATE: October 17, 2021

The dredge Savannah was towed in to safe harbor around mid-day on Saturday to catch the incoming tide and ride out the frontal passage and its 4’-6’ seas. Marinex Construction hopes to bring the dredge back out and resume operations on Monday or Tuesday. Work continues along the Shipwatch portion of the shoreline approaching Dunes Court, and overall the project has passed the 50% completion mark (by volume).

DATE: October 12, 2021

Marinex Construction continues to place beach fill along the Shipwatch portion of the project shoreline, working diligently between high tide swell conditions at the borrow area. The project has reached the 49% mark of sand volume pumped. Recent weather conditions have included long-period swell conditions from the east and north-east, which has limited work to lower stages of the tide when the dredge is more sheltered from the incoming swell waves. The Contractor has remained on-station through these high-tide wave conditions to avoid downtime associated with towing back and forth to safe harbor.

Marinex Construction has reached and filled the beach at Windsong Villas and is currently working along the Shipwatch portion of the project shoreline.  Overall, the project is nearing the 50% completion mark.

As of today, Marinex Construction has pumped 800,000 of the 1,800,000 cubic yards, or about 44%, of the sand scheduled for placement in the project and has reached the Piper Dunes and Windsong area (Station 106+00, approx.). The dredge has been towed in to safe harbor as swell from Hurricane Sam, are locally strong east-northeast winds are building on Friday afternoon. The dredge will return to action as soon as weather allows. For the last week, production has been quite high, averaging over 22,000 cubic yards per day. Regarding the weather conditions, it should be noted that the wave conditions along the beach are frequently different than the wave conditions along the edges of the shallow ebb shoal at Nassau Sound. Swell wave conditions (longer period waves generated by distant, non-local weather conditions) are particularly problematic for the dredge equipment in the shallow waters of the borrow area.

Marinex Construction restarted operations at mid-day on Sunday the 26th and are making good progress along the Piper Dunes area nearing Windsong (stations 103+00 to 108+00). The weather forecast calls for high seas and easterly winds for Friday and Saturday, during which the dredging and beach fill will most likely be suspended. The restart of operations will depend on the clearing of that weather. In a few weeks, the Contractor will pause while the submerged pipeline landing, currently located at Station 39+00 near the rock breakwater, will be lifted and swung to the north of the South County Beach Access. This will improve the efficiency and speed of the northern portion of the fill operation and will allow the Contractor to clear the beach south of the County Access. The specific location of the 2nd pipeline landing will be determined at that time.

Marinex Construction is currently working on repairs to the dredge and is preparing to re-start on Saturday, weather permitting. September has proven to be a difficult month for the Contractor between mechanical issues with their dredge equipment and pipeline and weather delays in tropical storm season. Regarding the weather conditions, it should be noted that the wave conditions along the beach are frequently different than the wave conditions along the edges of the shallow ebb shoal at Nassau Sound. Swell wave conditions (longer period waves generated by distant, non-local weather conditions) are particularly problematic for the dredge equipment in the shallow waters of the borrow area.

Marinex Construction has been hampered all week by mechanical problems with one of the dredge pumps. The repair is nearing completion on Friday, and the dredge is expected to return to action late tonight or tomorrow to resume operations near the Dunes Club Villas at Station 95+00 (appx.). Toward the end of September, there will be a pause for a few days while the submerged pipeline landing, currently located at Station 39+00 near the rock breakwater, will be lifted and swung to the north of the South County Beach Access. This will improve the efficiency and speed of the northern portion of the fill operation and will allow the Contractor to clear the beach south of the County Access. The specific location of the 2nd pipeline landing will be determined at that time.

Marinex Construction is preparing to tow the dredge out to the borrow area today to resume operations near Turtle Dunes at Station 92+00. Progress was suspended last week due to the high swells caused by Hurricane Larry. Toward the end of September, there will be a pause for a few days while the submerged pipeline landing, currently located at Station 39+00 near the rock breakwater, will be lifted and swung to the north of the South County Beach Access. This will improve the efficiency and speed of the northern portion of the fill operation and will allow the Contractor to clear the beach south of the County Access. The specific location of the 2nd pipeline landing will be determined at that time.

Dredging operations remain suspended heading into the weekend due to the long-period swell generated by Hurricane Larry (good for surfers, bad for dredges). The dredge crew is closely monitoring the weather forecast and shall return to dredging as soon as the wave conditions at the borrow area allow, possibly Sunday or Monday based on the current forecast. The beach fill operations remain at the Turtle Dunes area near Station 92+00. Toward the end of September, there will be a pause for a few days while the submerged pipeline landing, currently located at Station 39+00 near the rock breakwater, will be lifted and swung to the north of the South County Beach Access. This will improve the efficiency and speed of the northern portion of the fill operation and will allow the Contractor to clear the beach south of the County Access. The specific location of the 2nd pipeline landing will be determined at that time.

Dredging operations over the Labor Day weekend were hampered by swell wave conditions over the shallow ebb shoal borrow area, and damage to a submerged pipeline that halted progress late Sunday. The dredge crew shall attempt a re-start later today (Tuesday) and will run for several hours before the dredge will need to be towed to safe harbor to ride out the long-period swell beginning to arrive from Hurricane Larry. The beach fill operations remain at the Turtle Dunes area near Station 92+00. Toward the end of September, there will be a pause for a few days while the submerged pipeline landing, currently located at Station 39+00 near the rock breakwater, will be lifted and swung to the north of the South County Beach Access. This will improve the efficiency and speed of the northern portion of the fill operation and will allow the Contractor to clear the beach south of the County Access. The specific location of the 2nd pipeline landing will be determined at that time.

The beach fill operation has reached Turtle Dunes at Station 90+00 and is progressing northward over the Labor Day weekend. In the coming week, the Contractor will take a very brief break to extend the submerged pipeline southward in the borrow area. Toward the end of September, there will be a pause for a few days while the submerged pipeline landing, currently located at Station 39+00 near the rock breakwater, will be lifted and swung to the north of the South County Beach Access. This will improve the efficiency and speed of the northern portion of the fill operation and will allow the Contractor to clear the beach south of the County Access. The specific location of the 2nd pipeline landing will be determined at that time.

The dredge Savannah has resumed beach operations near the South County Beach Access and Dunes Row area. Progress will continue northward toward Turtles Dunes.

DATE: August 25, 2021

Beach fill construction has progressed to the South County Beach Access and Dunes Row area of the project shoreline approaching station 85+00. The dredge is currently under tow to safe harbor in Fernandina to ride out the building swell and high waves forecast for the next few days. Accordingly, there will be a brief pause in the construction due to the weather delay. The dredge will return as soon as wave conditions allow. Beach fill construction is progressing along The Retreat area of the project shoreline near station 76+00, just south of the Nassau County public beach access.

The Contractor is currently towing the dredge back out to the borrow area at Nassau Sound. Dredging operations are anticipated to resume this evening.

The Contractor is awaiting calm conditions to tow the dredge back out to the borrow area at Nassau Sound. Dredging operations are currently planned to resume on Wednesday the 18th, weather permitting.

DATE: August 13, 2021

Beach fill construction is progressing along the Residence area of the project shoreline near station 70+00. Due to the expected effects of Tropical Depression Fred, the Contractor plans to pull the dredge into protected waters in Fernandina on Saturday the 14th. Thus there will be a brief pause in the construction for a few days due to the weather delay. The dredge will return as soon as wave conditions allow.

Beach fill construction has reached the Residence around station 66+00 and continues to progress rapidly up the beach from the submerged pipeline landing near the rock breakwater. As the beach fill progress northward, the Contractor will take short breaks to add longer sections of pipeline, both on the beach and offshore at the borrow area, where the Dredge Savannah is advancing southwestward along the inshore cut lane. Dredging and beach fill operations commenced on July 27, 2021.

DATE: August 6, 2021

Beach fill construction has reached the Sanctuary at station 51+00 and is progressing rapidly up the beach from the submerged pipeline landing near the rock breakwater. As the beach fill progress northward, the Contractor will take short breaks to add longer sections of pipeline, both on the beach and offshore at the borrow area, where the Dredge Savannah is advancing southwestward along the inshore cut lane. Dredging and beach fill operations commenced on July 27, 2021.

DATE: August 2, 2021

The Dredge Savannah commenced dredging and beach fill operations on July 27, 2021.  The dredge is currently about one mile offshore in the borrow area.  The pipeline from the dredge comes ashore just north of the detached rock breakwater, north of Amelia Island State Park’s beach.

The Contractor has completed beach fill operations from the pipe landing southward into the State Park and is commencing sand placement from the Riverstone property northward.

Dredging and beach placement has commenced!

The Dredge Savannah was towed out to the borrow area yesterday (July 27th) and began the dredging for the project in mid-afternoon. The dredge is currently about one mile offshore in the borrow area. The pipeline from the dredge comes ashore just north of the detached rock breakwater, north of Amelia Island State Park’s beach.

The Contractor is constructing a sand pad to rest the pipe landing on, and will soon turn the fill construction southward to build a small taper of sand onto the Park property to smoothly transition the beach fill into the existing shoreline. Following that process (a few days only), the Contractor will flip the beach fill construction northward across the SAISSA properties to Burney Park.

The Dredge Savannah is currently anchored at Fernandina and awaiting a weather window to be towed to the borrow area for startup. The tropical disturbance that developed off Cape Canaveral late last week has drifted north-northwestward and is expected to drift landward today/tonight. Current plans are for an intended start of dredging activities on July 27th (approx.). The contractor for the project, S.J. Hamill Construction Company, LLC, and their sister company Marinex Construction, Inc., have mobilized pipe and equipment to the beach for startup.

The Dredge Savannah is under tow to Amelia Island and should arrive mid-week, with an intended start of dredging activities on July 24th (approx.). The contractor for the project, S.J. Hamill Construction Company, LLC, and their sister company Marinex Construction, Inc., are nearing completion of the mobilization of equipment.

Mobilization activities have begun for the 2021 renourishment of the South Amelia Island Shore Stabilization Project. The contractor for the project, S.J. Hamill Construction Company, LLC, and their sister company Marinex Construction, Inc., will be bringing in more equipment and pipeline after the 4th of July weekend. The current schedule calls for the startup of dredging and sand placement by July 17th.

The dredging contractor will utilize a 24” hydraulic cutterhead-suction-pipeline dredge, named the Savannah, to excavate sand from the NE portion of the Nassau Sound ebb shoal and pump that sand onto the shoreline, from the Park shoreline near the rock breakwater northward to Burney Park.

The South Amelia Island Shore Stabilization Association, Nassau County, and the Florida Park Service commence work later this month on the 2021 renourishment of the South Amelia Island Shore Stabilization Project.  This maintenance beach nourishment project is the fourth beach fill project performed by SAISSA (1994, 2002, and 2011).
